(USA HOCKEY) National Level Background Screening Policy

In compliance with requirements from the United States Olympic & Paralympic Committee (USOPC), USA Hockey has implemented a national-level background screening policy, which can be found in full below.

Please note that Pennsylvania residents and those participating in USA Hockey-sanctioned events within the state are required to complete the state-mandated clearances in addition to the NCSI criminal background screen. Click here to learn more or find additional information below.

USA Hockey Review Process & Eligibility Determinations

If you have received an email containing an adverse Action Notice or Notice of Eligibility with Conditions and would like to appeal the eligibility determination, or to view USA Hockey’s screening criteria, please reference the USA Hockey Background Screening Policy Review Procedure below for USA Hockey’s process for appeal and its screening criteria.

Pennsylvania Requirements

Upon completing your NCSI screen, you will receive a separate email from NCSI with additional requests for documents required to be uploaded with your NCSI background screen by state law, prior to receiving a screening determination.

This includes:

  1. Child Abuse History Clearance
  2. State Police Criminal Background Check
  3. FBI Criminal Background Check

WHO HAS TO GET SCREENED? 
All adult coaches, officials, board members, employees, volunteers, and anyone else who will have regular contact with, or authority over, athletes under the age of 18 are required to submit to a background screen before any such contact with those athletes.

WHAT DOES IT COST? 
Background screens through NCSI under the national program will cost $30 for all domestic screens. For international screens (members who have lived outside of the U.S. for six consecutive months in any one country during the past 7 years) the fee in $150. If that country is solely Canada, the fee is $75.

HOW LONG DOES SCREENING TAKE?
On average, background screens take between 3-10 business days to complete. There may be additional delays for, but not limited to, international searches, COVID-19 court closures, Pennsylvania document review and Massachusetts state document review.
